The app is called Wave Cam, so I’m sure that gesture is a fist-pump, or a jumping jack, or a headbang or something.
It really is as simple as that, in terms of usability: set the camera down and go stand for your portrait, and activate a 3-second shutter countdown by waving your hand over a specified portion of the screen. From there, though, Wave Cam adds on a few features, like the ability to share your shots directly to Twitter — plus a voice that tells you how much it loves your photos.
